No, 192 is the second half of 2019. It used to be 09, 10, 11 and so on but from 2013 each year has been divided into two.

Ye’, we did similar back in 2000.
The new plates in April are ‘19' for this year, then ‘69' for October, then ‘20' for April next year, then ‘70' for Octobe r next year.
People want the latest reg, having two, was mean to stop the mad rush for April, and then a slow down for the rest of the year.
